Passport 101: What’s a “Sealing Agent” & Why Do You Need One?

Hello Travelers!

With summer around the corner and more first-time travelers—families with young kids,
new adult applicants, and folks replacing lost or damaged passports—we are getting
one question over and over:

“What’s a sealing agent?”

If you are:

  • A first-time applicant (adult or child),
  • Applying for a minor under 16, or
  • Replacing a lost, stolen, or damaged passport…

You must apply in person at an authorized passport acceptance facility. This is where
the sealing agent comes in.

Think of them as your passport witness. Their job is to:

  • Check your documents
  • Verify your identity
  • Ensure both parents are present (for minors) or that consent requirements are met with the form DS 3053
  • Seal everything in an official envelope and stamp it with approval

This sealed envelope is what is sent to our office along with the request form for expedited processing. It’s all about security and identity verification.
