- State certificationThe Texas Secretary of State (or the issuing state) certifies the notary or registrar’s signature. Recordable documents (vital records, court orders) go directly; non-recordable documents must be notarized first.
- Federal authenticationThe U.S. Department of State in Washington, DC adds a federal seal confirming the state certification.
- Embassy or consulate stamp
The destination country’s mission in the U.S. reviews the chain and applies its own legalization certificate, sticker, or stamp. Each embassy sets its own requirements, fees, and turnaround.
